"Kids living in poor families are more likely to have physical, emotional problems," she said. "They are the kids more likely to have babies early or to have trouble with the law or not graduate from high school. It doesn't mean they will have these problems; it just means they have a higher possibility of having those problems."
Goldberg said 39 percent of Maine families with children -- newborn to age 18 -- make less than $40,000.
She said 11,000 children in such families have no health insurance coverage, even though MaineCare -- Maine's version of Medicaid -- probably would available for most.
