    This IS US foreign Policy Around the Globe - FOR DECADES - backfiring as usual

    WASHINGTON, June 7 (UPI) -- U.S. officials are criticizing a covert CIA plan to finance Somali warlords, saying the plan backfired and set back counterterrorism efforts in Somalia.

    The officials say the campaign ended up empowering the Islamic groups it was meant to work against, The New York Times reported.

    Citing U.S. government officials "with direct knowledge of the debate," the newspaper said the criticism came before an apparent victory this week by Islamist militias in Somalia dealt a setback to U.S. policy in the region and broke the warlords' hold on Mogadishu, the capital.

    The officials said the CIA effort directed hundreds of thousands of dollars over the past year to secular warlords inside Somalia. One of the plan's objectives was to capture or kill suspected members of al-Qaida believed to be hiding in Somalia.
