Senate nixes liabilty caps again

Republicans, backed by physicians' groups and the insurance industry, have lobbied for the caps for years, citing rising malpractice premiums that they say are driving physicians from practice.

The GOP-led House passed a bill limiting malpractice awards last July. But Monday's votes mark at least the fifth time the Senate has refused to go along with the effort.
