Rummy Decides Enemy are not Insurgents

What is with the hands? He makes these gestures in every photo. Is it code of some kind? Or is he telling them the size of his penis now that he has swallowed the Viagra of Bush Imperialism? Oh wait, he IS the Viagra of Bush Imperialism, or at least he's the blue coloring.
