    On October 7, 1998, the Iraq Liberation Act which had been drafted by Trent Lott an other Republicans, passed in Congress almost unanimously. Chalabi, Brooke, and their allies in Congress crafted the legislation together. The act calling for “regime change” in Iraq was radical, yet it created remarkably little controversy, because Chalabi had once again shrewdly pitched the removal of Saddam as project by and for Iraqis, requiring minimal air support from the U.S. At this time, Congress also passed bills giving overt support to ninety-seven million dollars to the I.N.C
